Steel To Concrete On Highland Avenue Bridge

Crews hustle on Thursday afternoon as they prepare Highland Avenue bridge for a concrete pour on Friday.

If you happened to drive on the Highland Avenue bridge this week, you may have seen the south half buzzing with construction activity.

On Thursday alone, about 40 workers concentrated their efforts on the bridge structure laying out and securing tons of reinforced steel. This work created a steel mesh for a concrete pour that started very early Friday morning.

Heavy equipment at the base of the Highland Avenue bridge pumps tons of concrete several stories high to the new deck above.

Across the street, masonry crews were hard at work building block walls near the new northbound I-215 Highland Avenue on-ramp.

New Configuration For Southbound I-215 5th Street Off-Ramp

Southbound I-215 view of the 5th Street off-ramp shifted toward the west side of the freeway.

Earlier this week, the southbound I-215 5th Street off-ramp was reconfigured.

Motorists exiting 5th Street will notice a shift of the off-ramp lane toward the west - creating a straighter and longer space to exit the freeway.

The shift of this exit approach allows for other activity to take place as crews work to add new lanes to the freeway. When completed, I-215 will have two new lanes in each direction - one carpool and one mixed flow - increasing the total number of lanes in both directions from six to 10 lanes.

Old Massachusetts Avenue Bridge A Memory

For more than 50 years, the old Massachusetts Avenue bridge served as an option for residents and commuters traveling through northwest San Bernardino to get to Highland Avenue area businesses and I-215 or SR-259.

Crews continued clean up work Friday morning of the demolished Massachusetts Avenue bridge. To the right is the new and improved bridge.

This week, the old bridge was demolished in only two nights. The new and improved Massachusetts Avenue bridge, which opened in July, now stands alone to shine. The demolition makes way for I-215 widening work to proceed on the freeway below.

Road Openings, Closures, And Detours

Following are closures for the coming week. Please note there are no nighttime freeway closures during Stater Bros. Route 66 Rendezvous - Thursday, Sept. 15 at 6 p.m. thru Sunday, Sept. 18 at 4 p.m.

We remind motorists that the legal speed limit has been reduced to 55 mph through the construction area. Please slow down and keep a safe driving distance from the vehicle in front of you.

Sunday, Sept. 18 to Thursday, Sept. 22 -

8 p.m. to 4 a.m. (Sunday night starts at 9 p.m.)

Full closure of SB SR-259 between Highland Avenue and SB I-215 merge. For detour and map, click here.

Sunday, Sept. 18 to Thursday, Sept. 22 -
SB 8 p.m. to 4 a.m. / NB 10 p.m. to 6 a.m.

NB and SB I-215 alternating lane closures between Rialto Ave. and University Pkwy. No detour necessary as at least one lane will remain open when full freeway closures are not taking place.

Baseline Street Bridge Pour Goes Smoothly

Construction management surveys the Baseline Street bridge pour work.

Construction crews worked through the night on September 7 to pour the concrete deck on the south side of the Baseline Street bridge.

Despite the 100-degree plus temperature during the day, engineers and field crews worked together to successfully calculate the right combination of water and ice to cool the concrete mix. As a result, things went smoothly as the concrete mix was well within the temperature specifications required for a pour.

Motorists traveling the Baseline Street bridge will now be able to see the base of the second half of the new bridge.

Businesses Invited to I-215 Widening Project Stakeholder Meeting Sept. 15

Caltrans and SANBAG invite the business community to the next Business Stakeholder Coordination Meeting on September 15, 2011 from 9 to 10 a.m.

The meeting will be held at the Caltrans/Mervyns Building, 655 W. 2^nd Street Room 103B in San Bernardino.

Project updates are provided and businesses have an opportunity to discuss items with the construction management team working on the I-215 Widening Project.

Project Closures Suspended for Route 66 Rendezvous

Construction management is working with the City of San Bernardino and Route 66 Rendezvous organizers to make it easier for motorists to access the four-day event, which starts on Thursday, Sept. 15 at 6 p.m.

During this time, nightly closures will be suspended. We ask that you please keep in mind that this area is an active construction zone and remind you to follow posted speed limits and pay close attention to signage. Electronic message boards on the freeway will inform motorists that the new southbound I-215 5th Street off-ramp is now open and an option to access the event. For motorists traveling northbound on I-215, Mill Street and 2nd Street will be options to get to Downtown San Bernardino.

Southbound I-215 5th Street On-Ramp Gets First Layer of Concrete

The first concrete pour of the new southbound I-215 5th Street on-ramp was completed today.

While temperatures cooled off just a bit this week from last week's scorcher, construction crews continued to work feverishly on the new southbound I-215 5th Street on-ramp.

Last night and today, more than 375 tons of concrete were poured on the new on-ramp deck. About 830 tons or 1.7 million lbs. of concrete will be used on this ramp.

Baseline Street Bridge Gets Prepped for Upcoming Concrete Pour

For the past couple of weeks, work has intensified on the south side of the Baseline Street bridge.

Our hardworking crews are finalizing the rebar work and prepping it for a concrete deck pour - scheduled next week. If you take the 1" diameter rebar on this bridge and put it end-to-end, you would have a steel line that extends from San Bernardino to just past San Diego.

This construction milestone takes us one step closer toward joining the already completed north side of the Baseline Street bridge.

Road Openings, Closures, and Detours

In observance of Labor Day weekend, there will be no construction work Friday, Sept. 3 to Tuesday, Sept. 6. Work will resume on Tuesday.

We remind motorists that the legal speed limit has been reduced to 55 mph through the construction area. Please slow down and keep a safe driving distance from the vehicle in front of you. Have a safe holiday weekend.

Community Open Houses: All ABOARD

May 16 - JUNE 30, 2011

The California High-Speed Rail Authority (CHSRA) will host a series of community open houses in a location near you to share the results of the Preliminary Alternatives Analysis (PAA) Report. The PAA Report is the first step in a two-step process to identify the range of alternatives to be carried forward for detailed engineering and the Environmental Impact Report/ Environmental Impact Statement (EIR/EIS). The next step will be the Supplemental Alternatives Analysis Report, which will be completed in 2011-2012. The time has come for the Citizens Redistricting Commission to visit your area. With scheduled input hearings in Los Angeles this week, Inland Empire next week, and San Diego shortly after, we must prepare. The commission wants to know where YOU want to draw the lines for state senate, assembly, and congress, and how they can best help you achieve fair representation for your communities. "...Who Cares?"

Last week saw the final pieces being set at the California Citizen's Commission with the hiring of their line drawer and legal counsel. At the same time organizations around the state continue to build their own redistricting advocacy groups around the state and city redraws. Many seem hopeful or anxious, but one Pennsylvania Congressman sums up another viewpoint when he eloquently stated for the Wall Street Journal, "Who Cares?"

Frustrated by blatant gerrymandering and politicians protecting incumbents above all else, voters took the redrawing of congressional and legislative districts away from state lawmakers and handed it to a new independent body. But as the new Citizens Redistricting Commission hires key staff, it is becoming clear that partisans will not give up power without a fight.

Redistricting panel picks legal consultant despite partisan split

California's independent redistricting commission chose a legal firm Friday to advise it on minority voting rights, but only after a partisan deadlock ended with one of two finalists withdrawing. The winner was Gibson, Dunn & Crutcher, an international law firm that made headlines last year for successfully challenging California's ballot measure banning gay marriage.

Bay Area redistricting expert wins state contract to draw new political boundaries

An Oakland firm co-owned by UC Berkeley Statewide Database Center director Karin Mac Donald was chosen to redraw California's political districts under the direction of the new, voter-created independent redistricting commission.

With three of the four present Republican members dissenting, the commission disqualified the only other bidder, the Rose Institute at Claremont McKenna College in Southern California, late Saturday on the grounds that it failed to fully disclose 10 years' worth of donors.

Rep. Loretta Sanchez, D-Santa Ana, will see her congressional district expand – and likely dilute Democrats' considerable advantage there – in the upcoming redistricting.

The Census bureau counts the incarcerated where they are confined and credits that number to the county in which they were counted regardless of where the inmate might actually reside. Because some San Francisco inmates are housed in San Mateo County, this county received credit for people who do not live here. That policy, however, leads to prison-based gerrymandering and should be stopped, according to the Prison Policy Initiative.

The LGBT population wants to be considered a "community of interest," which is one of the elements the City Council will use to redesign its districts, Herber said.
Steve Hansen, a member of the city's advisory redistricting committee who is also active in the gay community's redistricting effort, said the LGBT vote is now split between three City Council districts in the city's urban core. Because three council districts represent the area, the gay community's vote is weakened, he said.

Monterey County Redistricting could split Salinas
The Californian
Salinas' political landscape could be divided further once Monterey County's redistricting process is complete, a consultant told the Board of Supervisors today. The process was made a little trickier when Gobalet discovered an error in the 2000 Census that put prison inmates, college students who live in dorms and others housed in institutions in the wrong communities.

For example, the Census counted prisoners in Soledad as residing in Marina and Salinas, inflating those cities populations while lowering Soledad's.

In moving those populations back to their proper cities for the 2000 numbers, Gobalet said that she found that Salinas and Marina grew over the past decade, rather than shrink as previously reported.

We would like to inform you about an Interstate 215 closure planned to take place the weekend of December 11 and 12.

The closure is necessary as crews work to shift southbound I-215 traffic to the middle of the freeway so that on- and off-ramp configuration work for Baseline Street and 5th Street can continue to move forward. Energy Efficiency Training Program - Now Recruiting!!

Last fall, SBCCD’s Economic Development & Corporate Training (EDCT) Division received a grant to train 180 San Bernardino County residents in 3 specific occupations related to green building. These three occupations are: 1) Weatherization Specialist, 2) Home Energy Rater, and 3) Building Performance Analyst.

Our partner in this regional project, San Bernardino County, is now recruiting for these training programs. Potential candidates must:

be a San Bernardino County resident,

be physically able, and unafraid, to crawl into attics and onto roofs to make repairs.

What state leaders are saying about Roelof van Ark, the new CEO for the High-Speed Rail Authority

Yesterday we shared with you the news about the naming of Roelof van Ark as the new chief executive officer of the California High-Speed Rail Authority. Now we'd like to share what leaders from around the state have to say about the selection of van Ark to lead California's high-speed rail project.

Congressman Jim Costa (D-Fresno):
"… Mr. van Ark brings a wealth of experience to the project, and his proven track record demonstrates the seriousness with which the Authority is taking its mission to build a world-class high-speed train for California … This is a highly complex project and Mr. van Ark has a challenging task ahead of him. However, the Authority has selected someone with experience building high-speed rail projects in other countries who will apply that experience to delivering a safe and efficient high-speed rail system for Californians…"

Congresswoman Laura Richardson (D-Long Beach):
"The appointment of Roelof van Ark as executive director for the California High-Speed Rail Authority is a major step in the right direction to make California the nation's leader in high-speed rail. PROMINENT HIGH-SPEED TRAIN EXECUTIVE VAN ARK
NAMED TO LEAD CALIFORNIA HIGH-SPEED RAIL AUTHORITY

(Sacramento, CA - May 6, 2010) The California High-Speed Rail Authority today named Roelof van Ark, a senior executive with more than 30 years experience as an engineer and manager for some of the world's leading transportation companies, as the agency's chief executive officer.

Van Ark, 58, of New York, is President of Alstom Transportation Inc., the North American subsidiary of France's Alstom SA, makers of the fastest trains in the world and builders of Europe's TGV. The company has 65,000 employees and annual revenues of $20 billion.

"Building the first high-speed rail system in the nation is no ordinary job. It is the biggest public works project in the country - and the largest environmental review in history," said Authority Chairman Curt Pringle. "Roelof van Ark is the world-class manager and engineer we need to take the reins of this project and turn the promise of high-speed rail into a reality for the people of California."

The Authority's board of directors voted to name van Ark to the job after an extensive search and candidate screening process. The Authority also approved an annual salary of $375,000, substantially less than van Ark's current compensation in the private sector.

"California is leading the nation in high-speed rail," van Ark said. "I have seen how high-speed rail projects transform the places where they're built - creating incredible new opportunities by connecting the world's great cities. As someone who has devoted his career to this industry, there's no doubt in my mind that California is the place to be, and I'm honored to be given the opportunity to work with all partners to move California's high-speed train project forward."

When he starts work on June 1, van Ark becomes just the second top manager since the Authority was formed in 1996. He succeeds Mehdi Morshed, who retired after serving as Executive Director at the Authority from 1998 to 2010.

Van Ark has been President at Alstom Transportation Inc. for the past five years. He previously served as President of Aviation Security for Invision Technologies Inc.

Van Ark also spent more than 20 years as an executive, managing director, general manager, senior technical manager and senior project engineer for Siemens, the manufacturers of the popular ICE high speed trains, working in Germany, South Africa and most recently in Sacramento, where he served as President and Chief Executive Officer of Siemens Transportation Systems from 1999 to 2002.

Van Ark holds a bachelor's degree in electrical engineering and an MBA from the University of the Witwatersrand in Johannesburg, South Africa.

Good morning,

Just wanted to share with you a picture of the group that just went thru the community police academy sessions (Jan-Mar). A very educational event and a chance to get to know our city police personnel. Keep an eye out for future events--I will forward this info as I receive it. My husband and I attended the 6(?) sessions and received certificates for completing the academy. We are now officially educated to share with our neighbors and community details on how the police department operates.

Our company has secured a long-term contract to provide finish construction on 116 Metro link rail cars. We are seeking individuals who have excellent knowledge and experience working with hand tools and performing work like mechanical installation and carpentry. The work is scheduled to begin in mid July and run for 18 months or longer. We are looking for individuals who have experience building things or have mechanical assembly experience. We need individuals who are reliable, hard working, and drug free. JOB DESCRIPTION-Performs finish installation on rail cars including installing seats, railings, trim, hardware, doors, paneling and other finish items. JOB DUTIES-Must work safely and obey safe work practices at all times. Install seats, railings, lighting. Trim and install wall paneling, door and floor trim. Make electrical connections as directed. Other duties as assigned. REQUIRED SKILLS AND COMPENTENCIES-Must be fluent in reading and speaking English. Must be drug free. Must be able to pass a minimum Customer performance requirements. Must have superior knowledge and experience using common hand tools. Must have solid mechanical ability. Must be able to read and work from drawings or blueprints. Must be able to understand and follow verbal instructions. Must have reliable transportation and maintain excellent attendance. Must be able to work with minimal supervision. WE ARE WILLING TO TRAIN THE RIGHT CANDIDATES. WORKING CONDITIONS-Work outdoors on uneven surfaces 10% of the time. Works indoors in air conditioned environment 90% of the time. Works in area with power tools and may be subject to high noise levels. May be required to climb ladders. may be required to lift objects weighing up to 50 lbs. Will be required to stand, stoop, bend, and crouch for long periods of time. Work Days Monday through Friday,8hrs a day, 40 hours a week. Benefits: Medical/Dental, paid holidays, paid vacation, 401K, are available after 1 year and 1800 hours worked .UNION-Our company is signatory to an agreement with the United Steel Workers, all employees are expected to join USW.
